The Church and martial law in the Philippines

THE Catholic Church in the Philippines is no stranger to Martial Law. From 1972 till 1986 she, like the rest of the nation, went through what most thinking Pinoys consider among the dark years of their history, mainly because of the death of democracy under one-man rule. The clampdown on the opposition considered enemies of the state that included politicians, students, farmers, ordinary citizens purportedly to save the Republic from ruin resulted in countless disappearances, detentions, tortures, summary executions and other human rights abuses of prominent and nameless citizens.

No wonder, many members of the clergy and lay faithful, particularly the generations that saw by close up and experienced Martial rule on a daily basis, took the president’s declaration with plenty of wariness and trepidation. After all, the current president has, in a number of times, unabashedly declared his admiration for the first Filipino president to declare Martial Law over the whole country, even characterizing those years as “very good”.

Yes, it is not as if Martial Law came to us as a surprise. The president, on previous occasions, has been thinking out loud through the media, seemingly testing the waters, of bringing his anti-drug, anti-crime, anti-corruption agenda to its inevitable date with what he considers a tool to save the country from “destruction”: Martial rule. We in the Church cannot say we were not forewarned. I believe our experiences with the first Martial rule had a few lessons we can and should never do without. Or we could repeat the horrors of yesteryears.
For instance, His Eminence Jaime Cardinal Sin’s “critical collaboration” stance still rings and brings some relevance today. Some bishops have already supported publicly the declaration of Martial Law in Minadanao in lieu of a more collective statement from the CBCP.

It is clear that the grave situation of peril and crisis in Marawi and a desire to prevent their spillover into other parts of Mindanao or the Visayas or Luzon are foremost in their minds. Or perhaps the existence of the 1987 Philippine Constitution safeguards (continuing operation of the three branches of government, the power of review by Congress or the Supreme Court) have softened for them the notion of martial rule under the present circumstances. But a dose of caution is always a fruit of acting by Cardinal Sin’s stance. We could collaborate when the State uses Martial Law to achieve its legitimate ends, such as the security and safety of citizens, respect for and protection of human rights despite the existence of crisis, and the return to normalcy (democratic not autocratic life, that is). But the Church must also turn “critical” when Martial Law becomes again an instrument of repression and abuse of power as well as a convenient cover-up for inefficiency in government (like failure of intelligence) or a lack of effective programs to resolve poverty and social injustice, the twin roots of rebellion and social unrest.

The hierarchy has always been encouraging the lay faithful to actualize in the fields of politics, economics, culture, and sciences the values of the Gospel. Unfortunately in the Philippines political interests and the basic drive to survive in power exert more influence in the decisions and actions of its leaders than the Gospel. We see it in politicians’ reactions to the declaration. Again the Church in the Philippines is deeply, and sadly, aware of this reality. Yet, rather than give in to the pressure of leaving things well enough alone, the Church should not stop bringing its politician sons and daughters to account and to the summons of the Good News of justice and peace, by way of silent lobby, if need be, or by way of proclaiming the Word to their constituents, the voters.

Above all, the Church especially after Vatican II and PCP II have a lot of things to live by, such as being “a sign and instrument of Communion”, “Community of Disciples” or “Church of the Poor” constantly being threatened by our destructive partisan and personality-oriented politics, not to say by the scandalous gulf between our rich and our poor, by the onset of terrorism and EJKs as well as by the seemingly insatiable corruption and criminality in our systems and structures of government and society. In a word, the Church’s very nature compels her to be involved in urging both the Martial Law apparatus supporters and its critics to “turn away from sin” in their decisions, structures and programs as well as to “follow the ways of the Gospel”.

After all, it is the radical demands of that same Gospel that really point to real peace and harmony among the majority Christians and yes even with rebels and terrorists. Or do we need to be reminded by St John Paul II that Jesus, in becoming human, has become one with every human being, regardless of race, gender or religion (Redemptor Hominis, no. 13)? Or should we continue to have the message of the Lady of Fatima that we “pray and do penance” for fellow sinners fall on deaf ears, firstly our own?

Martial Law is not the Savior; Jesus Christ is. Hence, the Church cannot but proclaim Jesus Christ to everyone, inside and outside of Martial Law premises.

Some one hundred extremists of the “Maute” Islamist group affiliated to ISIS, occupied Marawi City, in the Autonomous Region of Muslim Mindanao (ARMM), chief town of the Province of Lanao del Sur on Tuesday, May 23, and attacked the local Catholic Cathedral.

Not only did the militiamen destroy the Cathedral and the Bishop’s residence, but they also kidnapped some 15 faithful, among them a priest, some women religious and some lay people who were praying in the Cathedral, on the last day of the Novena to Mary Help of Christians, whose feast is celebrated today.

Monsignor Edwin De la Pena , who heads the territorial Prelature of Marawi City, confirmed the news to Fides agency. “They erupted in the church, seized the hostages and led them to an unknown locality. They entered the Bishop’s residence and kidnapped the Vicar General, Father Teresito Soganub. Then they set fire to the Cathedral and the Bishop’s residence,” he said.

“It happened in fact on the eve of Mary’s feast: we ask her for help,” because “only she can come to our aid,” continued Monsignor De la Pena. “We also make an appeal to Pope Francis to pray for us and to ask the terrorists to release the hostages, in the name of our common humanity.”

To address the crisis in the ARMM region, which is made up of five primarily Muslim provinces of Mindanao, President Rodrigo Duterte interrupted his visit to Moscow to return to his country and he decreed martial law. Marawi City has some 200,000 inhabitants, mainly Muslims. For decades the South of the Philippines, which is predominantly Muslim, has been the theater of a bloody civil war between the central government of Manila and separatist and Islamic groups.

Thousands flee Marawi as ISIS overruns city

MARAWI, Philippines (ChurchMilitant.com) – The ISIS-affiliated Maute group in the Philippines is threatening to behead both the Catholic priest and lay faithful the terrorists took hostage Wednesday. Bishop  Edwin dela Peña was called by the Muslim militants and told they would kill the priest and hostages if the government continues its military offensive against them. The Philippines military has been battling the ISIS group since Tuesday. On Saturday the government dropped additional bombs on Marawi City, after resorting to surgical air raids on Thursday.

The Catholic Bishops of Mindanao, where Marawi City is located, have said that the martial law declaration of Philippines President Rodrigo Duterte must be temporary.

“We have many fears,” said Abp. Orlando Quevedo, “but, at present, we simply do not have solid and sufficient facts to absolutely reject the declaration of martial law as morally reprehensible. But we are certainly agreed that martial law must be temporary.”
Father Teresito “Chito” Suganob was taken hostage by ISIS in Marawi Cathedral. So far, 46 people — including 15 members of the security forces and 31 militants — have died in the fighting with the Maute group as well as another ISIS group, Abu Sayyaf, and the Filipino military in Marawi City, located in the Lanao del Sur province in the southern Philippines.

The fighting included the use of surgical air strikes, although the military resolved not to use air power on Wednesday. The majority of the 200,000 residents have fled to escape the battle between the military and ISIS.

On Wednesday, Abu Sayyaf stormed Marawi Cathedral and took hostages, including a Catholic priest and worshippers.

This situation developed following eruptions of conflict once the army raided the hide-out of Abu Sayyaf commander, Isnilon Hapilon. Hapilon is an Arabic-speaking Islamic preacher who pledged allegiance to ISIS in 2014. Hapilon was not been captured in the raid, after which militants plowed through the city, burning buildings, including the residence of the bishop, and cut off electricity and raised the Islamic State flag.

Cardinal Luis Tagle released a statement Thursday afternoon pleading for prayers for the besieged city: “We must ask what makes people hurt their neighbor? We cry for you, for all Filipinos and everyone in the world, as many lives are ruined because of this violence.”

The Filipino bishops’ president, Abp. Socrates Villegas, remarked, “They have threatened to kill the hostages if the government forces unleashed against them are not recalled.”

This prompted President Rodrigo Duterte to cut his trip to Russia short and declare martial law throughout the southern region of the country. He has threatened to expand the order to the entire Philippines.

Duterte issued a stark warning to the Islamists in the mostly Muslim city of 200,000 people: “If you fight us, you will die. If there is open defiance, you will die. And if it means many people dying, so be it.”

Abu Sayyaf released its first propaganda video in June 2016, seeking to recruit radicalized Muslims in the region.

Muslims make up 5 percent of the population of the Philippines and 99 percent of the city of Marawi. Islam was brought to the Philippines in the 13th and 14th centuries, while the Catholic faith did not arrive until the 16th century. Currently most Filipino Muslims live on the island of Mindanao, where Marawi is located.

The CBCP is alarmed by reports that ISIS flags now flutter over Marawi. We are fully aware that most Muslims are peace-loving. Salam is a greeting of peace. We are also aware that ISIS has claimed responsibility for many of the atrocities in territories they have occupied elsewhere in the world.

We call on government to deal with the threat without wavering and without compromise. We call on all Catholics to pray with our Muslim brothers and sisters. We call on the occupiers who claim to worship the same God that we all do not to defile His name by bloodshed.

Finally, we call in the Maute group that claims to bear arms in the name of a Merciful and Benevolent God—the very same God we Christians worship and adore—to do the One God true honor by the mercy and benevolence that are two of our God’s most exalted attributes.

At the time of his capture, Fr. Chito was in the performance of his ministry as a priest. He was not a combatant. He was not bearing arms. He was a threat to none. His capture and that of his companions violates every norm of civilized conflict.

MAUTE MILITANTS THREATEN TO KILL HOSTAGES — MARAWI BISHOP

MANILA— The militants linked to the Islamic State has threatened to kill their hostages, including a Catholic priest, if the military offensive against them continues, a Catholic bishop said.

Marawi Bishop Edwin de la Peña said he received a call last night from one of the militants, who introduced himself as “a member of the ISIS”, and demanded for a “unilateral ceasefire”.

“They want a ceasefire and for the military to give them access out of Marawi. Otherwise, they will kill the hostages,” Marawi Bishop Edwin de la Peña said.

The prelate said the call was made shortly before 8pm on Tuesday using the phone of his secretary who is among the hostages.

Members of the Maute group forced their way into the church and the bishop’s residence yesterday, and took with them Fr. Chito Suganob, some staff of the cathedral and churchgoers.

Dela Peña said the hostages are being used as “human shield” by the militants.

He added that the Maute also allowed him talk with Suganob, who is also the prelature’s vicar general, to make sure that “their demands are clear with me”.

The prelate said that he had difficulty getting in touch the military in Marawi so he called Zamboanga Archbishop Romulo dela Cruz who contacted AFP Western Mindanao Command and relayed the message.

The bishop said that he was at the outskirts of Marawi City when the attack took place and only learned that the St. Mary Cathedral and his residence was burned at about midnight.

“I was supposed to go to Marawi yesterday but I was asked to cancel my trip because of the siege,” he said.

President Rodrigo Duterte, who cut short his trip to Russia, has placed the entire island of Mindanao under Martial Law following a deadly gun battle with government forces and the Maute in Marawi City.

Presidential Spokesman Ernesto Abella said the declaration was due to the existence of rebellion as guaranteed in the country’s 1987 Constitution and would remain valid for 60 days.

Defense Secretary Delfin Lorenzana also confirmed the armed group burned cathedral, the city jail, Ninoy Aquino school and Dansalan College.

“Three soldiers, a policeman and two soldiers were killed while 12 others were wounded,” Lorenzana also said.

The Catholic Bishops’ Conference of the Philippines (CBCP) called on Filipinos to pray for Suganob and other hostages.

Archbishop Socrates Villegas, CBCP President, also asked the government to ensure the safety of the hostages as they pursue the militants.

“As the government forces ensure that the law is upheld, we beg of them to make the safety of the hostages a primordial consideration,” Villegas said.

MANILA— A Catholic bishop called on the faithful to cling to faith despite suffering from the violence sweeping Marawi City.

Marawi Catholics were supposed to mark today the feast Mary Help of Christians, their patroness, but the attack of the Maute group foiled the yearly celebration.

“Let’s accept these trials but let’s not give up and we continue to rely on the help of the Our Lady,” said Bishop Edwin de la Peña of Marawi prelature.

“To those who are afraid, we just hang on to our faith and also keep yourself safe,” he said.

The prelate also called on the people to stay secure and heed all safety warnings as they await more information.

“Stay at home especially after dark,” de la Peña added.

“And if ever you’re going out, especially the women, the instruction of our Muslim friends is always wear a headscarf of hijab,” he also said. CBCPNews

Bishop: Maute burned Marawi cathedral, abducted priest

MANILA, Philippines — A group inspired by the so-called Islamic State took hostage of a priest, church staff and churchgoers after burning the cathedral in Marawi City, Bishop Edwin dela Peña said Wednesday.

Dela Peña, Bishop-prelate of Marawi City, said the Maute Group torched Cathedral of Our Lady Help of Christians in the city on the same day the diocese was supposed to be celebrating the feast of its patron saint.

“Kinuha nila ‘yung aming pari, saka ‘yung aming secretary, ‘yung dalawang working student tapos parokyano namin na nag-novena lang kahapon,” Dela Peña said in an interview with radio dzBB.

The bishop identified the priest as Fr. Teresito Suganob, vicar general of the prelature of Marawi.

“They were taken hostage, dinala to an undisclosed location,” the bishop said, adding that they have not heard from the hostages since the incident.

The bishop, however, did not have information on the exact number of hostages taken by the local terror group.

The police have been informed of the hostage-taking incident, according to Dela Peña.

In a statement, the Catholic Bishops’ Conference of the Philippines (CBCP) confirmed that Suganob and others have been taken as hostages.

“Father Chito Suganob and others were in the Cathedral of Our Lady Help of Christians when members of the Maute fighting group forced their way into the Cathedral, taking with them Fr. Chito and others as hostages. They have threatened to kill the hostages if the government forces unleashed against them are not recalled,” CBCP President Socrates Villegas said.

Conflicting statements

On the other hand, Marawi Mayor Majul Usman Gandamra did not confirm reports that the terror group took hostages and insisted that the local government has the situation under control.

In a telephone interview with ANC, Gandamra said that he is coordinating with the military and the police to stabilize peace and order in the community.

The mayor claimed that the attack in his city is only a tactic of the Maute Group to divert the attention of the government.

“One of their diversionary tactics is pasukin ang Marawi City at dito ma-focus ‘yung focus ng kasundaluhan at Philippine National Police,” Gandamra said.

Gandamra noted that the military had started operations against the terror group in some parts of Lanao del Sur, particularly in municipalities where there is reported presence of the group.

CARDINAL TAGLE ‘SADDENED’ BY MARAWI ATTACK

Cardinal Luis Antonio Tagle of Manila said he’s deeply saddened by the ongoing siege in Marawi City and is praying for all those affected.

Lost for words at how such terror attack can affect the people, he said his thoughts are with the people of Marawi as he invoked God’s blessing of peace, healing and strength upon the troubled city.

“We are at an utter loss with what to say to you. There are simply no words that can express our shock, confusion, and sorrow with what happened on this day,” Tagle said.

“We ask ourselves, ‘Why are humans capable of hurting other fellow human beings?’ We grieve for you, for all Filipinos, and for everyone in the world whose lives are destroyed because of violence,” he said.

Clash broke out last Tuesday between government forces and the Maute terrorist group that has pledged allegiance to the Islamic State and Syria and uses black ISIS flag as its revolutionary banner.

The siege dragged on and triggered mass evacuation and destruction of several establishments.

The Islamic militants also destroyed the St. Mary’s Cathedral and the bishop’s residence, as they continue to hold several hostages including Fr. Chito Suganob and some church staff. CBCPNews

ISIS ally in Philippines storms Catholic cathedral, takes hostages

.- Islamic State-allied militants in the Philippines have taken a Catholic priest and a group of church-goers hostage, threatening to kill them if the nation’s military does not cease its current offensive against them.

The hostages were taken during a militant siege in the southern Philippines city of Marawi on Tuesday and Wednesday. Militants also burned the Catholic cathedral of Marawi.

Archbishop Socrates Villegas, president of the Catholic Bishops’ Conference of the Philippines, denounced the hostage-taking. He said the priest and the hostages had no involvement in the conflict between the military and the militants.

“He was not a combatant. He was not bearing arms. He was a threat to none,” the archbishop said. “His capture and that of his companions violates every norm of civilized conflict.”

The country’s Catholic bishops have urged prayers for the captured priest and the other hostages in the area. While the majority of the Philippines is Catholic, they make up only a small percentage of the population in Marawi, a mostly Muslim city of about 200,000 people, located on the island of Mindanao.

About 100 armed militants moved through Marawi on Tuesday, the Associated Press reports. They beheaded a police chief and burned buildings, including the bishop’s residence. They raised the black flag of the Islamic State group while also taking the hostages.

Responsible for the attack is the Maute group, a clan-based group with members in Marawi. It is one of under a dozen new armed Muslim groups that have pledged allegiance to ISIS. The groups have formed a loose alliance, reportedly led by Isnilon Hapilon, a commander of the Abu Sayyaf militant group.

The militants’ siege of Marawi followed an army raid on the hideout of Hapilon. The militant leader has pledged allegiance to ISIS and the United States has offered a $5 million reward for information leading to his capture.

Bishop Edwin de la Peña of Marawi was not at home at the time of the attack, but his secretary is reportedly among the hostages. He received a phone call from a militant who used his secretary’s phone. The militant introduced himself as a member of ISIS and demanded a unilateral ceasefire.

“They want a ceasefire and for the military to give them access out of Marawi. Otherwise, they will kill the hostages,” Bishop de la Peña told CBCP News.

The bishop reported that he was allowed to speak with Fr. Chito Suganob, the captive priest who is the vicar general of the Territorial Prelature of Marawi, in order to make their demands clear.

In addition to the priest, hostages include three church staffers and ten worshipers, the Associated Press said.

Bishop de la Peña himself barely missed being taken hostage.

“I was supposed to go to Marawi yesterday but I was asked to cancel my trip because of the siege,” he said.

Archbishop Villegas, the Catholic bishops’ conference president, urged prayers for peace and asked the militants to show mercy.

President Rodrigo Duterte, who has been heavily criticized for a brutal crackdown on illegal drugs, has cut short his trip to Russia and placed all of Mindanao island under martial law. The president has sought peace talks with two large Muslim rebel groups in the country’s south but has ordered the military to destroy smaller extremist groups like the Maute.

“It is difficult to root out because they are from there,” political analyst Ramon Casiple told the Associated Press. “The Mautes are embedded in the population.”

The group was blamed for a September 2016 bombing that killed 15 people in southern Davao city, the president’s hometown. A military raid on their jungle camp last month reportedly found homemade bombs, grenades, combat uniforms, and passports of suspected Indonesian militants.

Militants linked to Islamic State swept through a southern Philippine city, beheading a police chief, burning buildings, seizing a Roman Catholic priest and his worshippers and raising the black flag of Isis, regional authorities have said.

President Rodrigo Duterte, who had declared martial law across the southern third of the country, warned he may expand it nationwide.

At least 21 people were killed in the fighting, officials said.

As details of the attack in Marawi emerged, fears mounted that the largest Roman Catholic state in Asia could join a growing list of countries grappling with the spread of influence from Isis in Syria and Iraq.

The violence erupted on Tuesday after the army raided the hideout of Isnilon Hapilon, a commander of the Abu Sayyaf militant group that has pledged allegiance to Isis. He is on Washington’s list of most-wanted terrorists with a $5m (£3.9m) reward for information leading to his capture.

The husband of a woman being held hostage said he was worried about his wife, a secretary at the cathedral, because she does not have her medicines for a heart problem.

“I hope they free them, including Father Chito and my wife and their companions, because they are innocent,” Jaime Mayormita told Manila’s DZMM radio.

MANILA, Philippines – Gunmen claiming to have links with the Islamic State group threatened to kill hostages, including a Catholic priest, who were taken from the southern Philippine city of Marawi May 23.

President Rodrigo Duterte imposed martial law across the entire Muslim-majority region of Mindanao late May 23, but ucanews.com reported that many, including church leaders, characterized the imposition of martial law as an overreaction.

As of early morning May 25, nothing had been heard of the whereabouts of the priest and the prelature’s staff and some churchgoers who were taken captive.

Cardinal Orlando Quevedo of Cotabato appealed to Muslim religious leaders to intercede with the gunmen, who claimed to be Muslims, for the safety of the hostages who were reportedly used as “human shields” when the militants attacked the city.

Archbishop Socrates Villegas, president of the Philippine bishops’ conference, said the terrorists “have threatened to kill the hostages if government forces pitted against them are not recalled.”

“As the government forces ensure that the law is upheld, we beg of them to make the safety of the hostages a primordial consideration,” he added.

Initial reports received by ucanews.com said Father Teresito Suganob, vicar general of the Prelature of Marawi, and several staff of St. Mary’s Cathedral, which was set on fire, were taken hostage. The gunmen also forced their way into the residence of Bishop Edwin de la Pena of Marawi.

Bishop de la Pena confirmed reports that the attackers took Father Suganob, several of the prelature’s staff, and some churchgoers. He said he received a call from “a member of Islamic State” who used his kidnapped secretary’s phone and demanded a “unilateral cease-fire” in exchange for the life of the priest and the other hostages.

“They want a cease-fire and for the military to give them access out of Marawi,” said Bishop de la Pena. “Otherwise they will kill the hostages.”

Archbishop Villegas said Father Suganob was performing priestly duties at the time of his capture.

“He was not a combatant. He was not bearing arms. He was a threat to none. His capture and that of his companions violates every norm of civilized conflict,” said Archbishop Villegas.

Fighters of the Maute group, which has vowed allegiance to the Islamic State, also burned several buildings, including the cathedral, a Protestant school and the city’s jail.

The bishop said the gunmen used the hostages as “human shields” as fighting continued with security forces May 24.

In Marawi, the military confirmed that five soldiers were killed and 31 others injured in the attack on the city. At least two policemen were also reported killed.

Philippine authorities refuse to release the number of casualties and fatalities as “clearing operations” continued.

Duterte placed all of Mindanao’s 27 provinces and 33 cities, roughly a third of the country, under martial law for a period of 60 days. Mindanao is home to an estimated 20 million people.

Duterte warned that the martial law in Mindanao “will not be any different” from the martial law declared by former dictator Ferdinand Marcos.

“I’ll be harsh,” said Duterte. “I have to do it to preserve the Republic of the Philippines,” he said, even as he assured Filipinos “not to be too scared.”

Ucanews.com reported that religious leaders and civil society groups, however, said there was no need for Duterte to put Mindanao under military rule. Filipinos have been wary of martial law since it was used by Marcos to remain in power for two decades, until his ouster in 1986.

“Putting the whole of Mindanao under martial law is very dangerous and vulnerable to abuse,” said Alih Aiyub, secretary-general of the Ulama Council of the Philippines.

The Muslim religious leader told ucanews.com that “innocent people might be caught in the crossfire or might be arrested illegally by mere suspicion.”

“Fighting terrorism does not need the declaration of martial law, because our existing laws are more than enough to enforce it,” said Aiyub.

Bishop Jose Bagaforo of Kidapawan said the declaration of martial law could have been limited to Marawi City and surrounding areas, “not all of Mindanao.”

Redemptorist Father Amado Picardal, who works with basic ecclesial communities and the bishops’ conference, said declaring martial law across Mindanao while only Marawi was attacked “is either idiotic or an excuse to expand dictatorial control.”

In the wake of an incident in Marawi City where the presence of a local terrorist group was reported, BGen.Rolly Bautista, Commander of Philippine Army’s 1st Infantry (Tabak) Division announced that the military and the local government unit in Marawi City are on the top of the situation.

“We have efficiently implemented necessary measures to secure vital installations in Marawi City and prevented the local terrorist group to sow violence in the area. We ensure the continuous protection of the people of Marawi City against lawless elements,” BGen. Bautista said.

21 people killed in continuing violence

MARAWI, Philippines (ChurchMilitant.com) – A Catholic priest has been taken hostage by ISIS in Marawi cathedral. So far, 21 people, including five soldiers, have been killed in the fighting between the ISIS group Abu Sayyaf and the Filipino military in Marawi City, located in the Lanao del Sur province in the southern Philippines.

The fighting included the use of surgical air strikes, although the military resolved not to use air power on Wednesday. The majority of the 200,000 residents have fled to escape the battle between the military and ISIS.

On Wednesday, Abu Sayyaf stormed the Marawi cathedral and took hostages, including a Catholic priest and worshippers. The jihadists also beheaded a police chief in the same city.

This situation developed following eruptions of conflict once the army raided the hide-out of Abu Sayyaf commander,Isnilon Hapilon. Hapilon is an Arabic-speaking Islamic preacher who pledged allegiance to ISIS in 2014. Hapilon was not been captured in the raid, after which militants plowed through the city, burning buildings, including the residence of the bishop, and cut off electricity and raised the Islamic State flag.

Cardinal Luis Tagle released a statement Thursday afternoon pleading for prayers for the besieged city: “We must ask what makes people hurt their neighbor? We cry for you, for all Filipinos and everyone in the world, as many lives are ruined because of this violence.”

The hostage priest’s name is Fr. Teresito “Chito” Suganob, and the Filipino bishops’ president, Abp. Socrates Villegas, remarked, “They have threatened to kill the hostages if the government forces unleashed against them are not recalled.”

This prompted President Rodrigo Duterte to cut his trip to Russia short and declare martial law throughout the southern region of the country. He has threatened to expand the order to the entire Philippines.

Duterte issued a stark warning to the Islamists in the mostly Muslim city of 200,000 people: “If you fight us, you will die. If there is open defiance, you will die. And if it means many people dying, so be it.”

The U.S. Embassy has issued a warning for U.S. citizens, discouraging them from being near large crowds. “While the U.S. Embassy has no information that the events in Marawi City represent a direct threat to U.S. citizens or U.S. interests in the Philippines,” read the statement, “we encourage U.S. citizens to review personal security plans, avoid large crowds and gatherings and remain vigilant at all times.”

The mayor of Marawi, Majul Gandamra, told a Manila radio station that the fighting has caused a crisis of resources for those still in the city: “It’s getting difficult for people to get their basic needs, like water and food.”

Abu Sayyaf released its first propaganda video in June 2016, seeking to recruit radicalized Muslims in the region.

Muslims make up 5 percent of the population of the Philippines and 99 percent of the city of Marawi. Islam was brought to the Philippines in the 13th and 14th centuries, while the Catholic faith did not arrive until the 16th century. Currently most Filipino Muslims live on the island of Mindanao, where Marawi is located.

Two of the incidents raised by President Rodrigo Duterte to justify martial law declaration in Mindanao were proven false.

Duterte told that Amai Pakpak Medical Center in Marawi City was taken over by Maute terrorist group last Tuesday, May 23.

The incident was also written in the Proclamation No. 216, s. 2017 declaring martial law in Mindanao.

“Last May [23], the same Maute terrorist group has taken over a hospital in Marawi City, Lanao del Sur…” Duterte said.

The medical chief of the hospital, however, dismissed the reports that it was taken over by terrorists.

“There was no hostage taking. They were not able to raise any ISIS flag in this area,” Dr. Amer Saber said in a report by GMA News.

The President also said that the chief of police of Malabang town was beheaded by Maute terrorists.

“Pero ‘yung chief of police ng Malabang, he was in Marawi City, pag-uwi niya going back home, this was stopped by a checkpoint that was manned by the terrorist. And I think they were decapitated right there and then,” Duterte said.

It was proven untrue when Senior Insp. Romeo Enriquez, the Malabang police chief, told the Philippine Daily Inquirer through phone that he is still alive.

“I’m still alive,” Enriquez said.

Enriquez told Inquirer that one of the slain police officers during the Marawi clash was his predecessor, Senior Insp. Freddie Manuel Solar. The former Malabang police chief was shot, not beheaded by Maute fighters.
